摘 要:职工医疗互助工作是工会保障工作的重要内容之一。杭州市医疗互助保障工作有效减轻了患病职工的经济负担,多年来被杭州市在职职工视为“第二医保”。通过分析近五年杭州市在职职工医疗互助情况,笔者提出相关问题:(一)补助金额超过参保金额,存在不对称;(二)覆盖面相对扩大,补助人次逐年增长过快;(三)重大疾病及住院生活保障补助人数逐年增加。思考和建议:一是加强宣传力度,扩大影响力和知晓率;二是数字赋能,运用互联网思维;三是少医疗互助,重健康管理;四是多渠道筹集医疗互助资金,加强资金运营管理。Medical mutual aid is one of the important contents of the trade union security work.The medical mutual aid security work in Hangzhou has effectively reduced the economics of the sick workers,which has been regarded as the“second medical insurance”for many years.Through the analysis of the medical mutual aid situation of employees in Hangzhou in recent five years,the author puts forward some related problems.First,there is asymmetry when the amount of subsidy exceeds the insured amount;second,the medical mutual aid coverage has been relatively expanded;third,the number of subsidized people has increased too fast year by year.The number of major diseases and inpatient living security subsidies increased year by year.The author puts forward some thoughts and suggestions.First,strength the publicity of medical mutual aid policy,expand the influence and awareness rate;second,digital empowerment,we need the use of internet thinking;third,we need reduce mutual aid and pay attention to health management;fourth,we must gather more fund for medical mutual aid and strength fund operation management.
