摘　　要：为探究建立切实可行的丰水地区水资源公平、高效利用模式,在系统梳理长江上游水权制度建设现状及需求的基础上,以问题为导向,从水行政管理的视角提出贯穿水资源管理与利用全过程的长江上游水权制度建设框架,为丰水地区水权制度建设提供参考。In order to explore the establishment of a practical and feasible model for fair and efficient use of water resources in water-rich areas,based on systematically combing the status quo and needs of the construction of water rights systems in the upper reaches of the Yangtze River,problem-oriented,from the perspective of water administration and management,it is proposed that water resources can penetrate The framework of water rights system construction in the upper reaches of the Yangtze River in the whole process of management and utilization provides reference and reference for the construction of water rights system in rich water areas.
