后脱贫时代我国反贫困政策的调整与优化

摘　　要：2020年,随着全面脱贫目标的实现,我国将全面建成小康社会并进入后脱贫时代。在后脱贫时代,贫困问题将会发生一系列变化,具体表现为贫困对象的个体化、贫困形式的相对化以及贫困内容的多维化等方面。为满足人民日益增长的美好生活需要,后脱贫时代反贫困政策有必要从这几个方面进行调整与优化:强化提升贫困个体自主脱贫能力;构建解决相对贫困问题的长效机制;实行城乡统筹,推进城乡一体化反贫困进程;政策取向从救助向预防转变。In 2020,with the realization of the overall goal of poverty alleviation,China will complete the building of a moderately prosperous society in all respects and enter the post-poverty alleviation era.In the post-poverty era,poverty will undergo a series of changes,which are embodied in the individualization of the object of poverty,the relativism of the form of poverty and the multi-dimension of the content of poverty.In order to satisfy people′s growing needs for a better life,it is necessary to adjust and optimize the anti-poverty policy in the post-poverty era from the following aspects:strengthening and enhancing the independent poverty alleviation ability of poor individuals;building a long-term mechanism to solve the problem of relative poverty;implementing the overall planning between urban and rural areas and promoting the integration of urban and rural anti-poverty process;shifting the policy orientation from relief to prevention.
