摘 要:冷战后,印尼在中等强国诉求下,以海上反恐为路径、以东盟机制为平台同域内外国家展开海上安全合作。在地区层面,印尼通过举办会议、提出倡议和参与巡逻等方式,向邻国表明海上反恐能力,进而巩固中等强国地区合法性。在国际层面,印尼通过将域外大国纳入东盟机制而非参与外部安全倡议的方式维持东盟在海上反恐问题上的中心地位,进而以东盟为依托构建中等强国对外自主性。为避免冷战期间大国主导地区事务的局面再次发生,印尼在同域外国家开展海上安全合作时将继续坚持“东盟方式”,对域外力量参与甚至欲主导东盟安全机制的意图格外谨慎。After the Cold War,at the request of middle powers,Indonesia took maritime counter-terrorism as the path and ASEAN mechanism as the platform to carry out maritime security cooperation with countries inside and outside the region.At the regional level,Indonesia demonstrated maritime counter-terrorism capabilities to its neighbors by hosting meetings,proposing initiatives and participating in patrols,thus strengthened the regional legitimacy of middle powers.At the international level,Indonesia maintained ASEAN’s central position in maritime counter-terrorism by accepting non-regional powers into ASEAN mechanisms rather than letting them participate in external security initiatives,thus built the external autonomy of middle powers based on ASEAN.In order to avoid a repeat of the situation during the Cold War when major powers dominated regional affairs,Indonesia will continue to adhere to the“ASEAN way”to conduct maritime security cooperation with countries outside the region,and will be extremely cautious about the intention of external forces to participate in or even dominate the ASEAN security mechanism.
