我国体育公共事业PPP模式政府监管困境与优化路径研究

摘　　要：体育公共事业深化改革的现实需求促使公私合作(PPP)模式的推广从“破冰期”步入“深水区”。采用文献资料、专家访谈、逻辑分析等方法重新审视PPP的内涵与外延,并认为我国体育公共事业PPP模式政府监管存在对体育公共事业“公共性”判定陷入困境;PPP模式下政府与市场的角色混淆;监管机制、监管体制与监管制度的设计缺失,并据此提出体育公共事业PPP模式政府监管的优化路径需要机制创新、体制创新、法律制度创新以及监管体系创新,旨在通过加强对体育公共事业PPP模式的政府监管力度,来增加体育公共事业供给,并确保供给质量。The demand of public-private partnership(PPP)in the reform of public sports causes the popularization of PPP from"ice-breaking period"to"deep water area".This paper re-examines the connotation and extension of PPP by using the methods of Literature Review,expert interviews and logical analysis,and holds that the government supervision of PPP mode of sports public utilities in China is in a dilemma in judging the"publicity"of sports public utilities,the role of government and market is confused under PPP model,and the supply and demand of the regulatory mechanism,regulatory system and regulatory system are unbalanced,on the basis of this,the author puts forward that the optimization path of government supervision in sports public utilities PPP mode needs innovation of mechanism,system,legal system and supervision system,the purpose of this paper is to increase the supply of sports public utilities and ensure the quality of supply by strengthening the government supervision of PPP model of sports public utilities.
