摘  要:针对废弃物特别是工业危险废物的管理问题,在概要分析当前各类传统危废处理方式的基础上,重点剖析了填埋法存在的风险性等问题,提出利用井工矿山巷道或硐室等类型的采空区作为永久储存场所的“硐藏法”解决方案,阐述了方案所具有的渗透液产生可能性极大降低、渗透液的可控性极大增强以及方便资源化再利用等突出特点和优势。以风险可控性和合法性等为重点,论证了方案的可行性。新方案能够实现“最终处置”与“资源储存”功能的有机统一,符合社会发展的方向,具有重大研究和实践价值。For the treatment problems of hazardous wastes,on the basis of analyzing about the various traditional disposal methods,the risk of landfill methods was analyzed emphatically,the method of“Store In Cave”that using goafs(tunnels or chambers)as the permanent storage sites was proposed.The paper analyzed the prominent characteristics and advantages of the method,such as the great reduction of the possibility of producing the permeate,the great enhancement of the controllability of the permeate,and the convenience of resource reuse.The feasibility of the method was discussed emphatically mainly for it's risk controllability and legitimacy etc.The new method can realize the organic unity of the"final disposal"and the"resource storage"function,which is in line with the direction of social development,providing great research and practical value.
