中美跨国科技专才网络的形成及其作用分析

摘　　要：中美跨国科技专才网络是联结中国和美国的跨国专业技术网络。中美跨国科技专才网络具有开放性的特征,包含具有较高教育水平的移民以及发展成熟的专业团体。中美跨国科技专才网络给中国带来了外国投资,吸引外国科技专才来到中国大陆,促进了隐性和显性知识的转移,推动了创新网络的形成,由此实现了中国在全球生产网络中层级的提升。中美跨国科技专才网络引入了新概念和思想,推动了中国内地的制度创新。要更好地发挥中美跨国科技专才网络的作用,需要着重于外国直接投资转向外国科技专才直接引进,完善签证制度和改善整体环境吸引海外华人科技专才回归,加强对知识产权的保护,同时积极发挥中美跨国科技专才网络的作用吸引全球各地的科技人才。The Sino-US expert network connects the transnational experts between China and the US.The Sino-US transnational expert network can be characterized as being open and includes immigrants with higher education levels and well-developed professional networks.The Sino-US transnational expert network led to foreign direct investment and attracted foreign experts to China's Mainland.The network allowed for the transfer of explicit and implicit knowledge and facilitated the formation of innovation networks.China upgraded its position in the global production network.The Sino-US transnational expert network has also resulted in the introduction of new concepts and ideas that are promoting an institutional revolution in China's Mainland.To make full use of overseas Chinese,China should move from foreign direct investment to an emphasis on attracting overseas experts to serve the country,improve the visa system and the comprehensive environment to attract overseas Chinese experts to return and settle in China,strengthen the protection of intellectual property.At the same time exert the influence of the Sino-US transnational expert network to attract expertise from all over the world.
