摘　　要：宏观调控体系是国家治理体系的有机组成部分之一。我国的宏观调控形成于社会主义经济体制转轨时期,结合了社会主义基本经济制度属性和一般市场经济治理方式方法,具有二重性。在实践过程中,我国形成以新发展理念为代表的宏观调控理念,并在此基础上形成了不同于美国范式的中国宏观调控范式,即“一元调控主体+集中决策机制+多元调控目标+综合调控手段”。中国宏观调控范式的确立可以相应化解许多认识上和行动中的困惑和误解,只有在其指引下,才能更好地完善宏观调控体系。当前,需要通过处理好集权与分权、党政分工、上下信息沟通双向流动、行政等级制与应急处理需求、规划体系与政策体系、规范性与灵活性等六个关系,继续完善中国宏观调控体系。As an integral part of the national governance system,China’s macro-regulation system was formed during the transition period of the socialist economic system,combines the attributes of the basic socialist economic system and the general market economy governance methods,thus have dual nature.During the process of practice,China has formed a macro-regulation concept represented by the new development concept.Based on this,the Chinese macro-regulation paradigm,which is different from the American paradigm,has been formed,that is“One-dimensional regulation subject+centralized decision-making mechanism+multiple regulation targets+comprehensive regulation measures”.The establishment of China’s macro-regulation paradigm can correspondingly resolve many confusions and misunderstanding in understanding and actions.Only under the guidance of the Chinese paradigm can the macro-regulation system be better improved.To keep improving China’s macro-regulation system,we need to handle six relations:centralization and decentralization,division of labor between the party and government,bidirectional flow of information between upper and lower levels,administrative hierarchy and emergency response needs,the planning system and policy system,and standardization and flexibility.
