跨部门协同社会管理体系架构研究——以海南社会管理信息化平台为例

摘　　要：现代社会管理日趋呈现复杂化、多元化特点,各国政府均面临着公共事务超出单一部门职责权限范畴的问题。政府作为社会管理的责任主体,需要实现政府职能与社会需求的匹配,因此跨部门协同在社会管理中的作用和意义重大。随着科技的发展,信息化逐步覆盖政府部门社会管理及服务业务,不仅提高了行政效率,同时对跨部门协同起到了重要的促进作用。近年来,国内很多省市政府在跨部门协同方面进行了积极的尝试,但由于要素众多、信息繁杂、部门职责交叉等客观情况,实践发展仍然面临着诸多难题。海南在推进社会管理资源整合,促进信息共享共用和业务流程协同方面进行了深度探索,其核心在于以海南社会管理信息化平台作为抓手,构建基于信息化思维的社会管理新模式。本文以海南社会管理信息化平台为例,对其体系架构开展研究归纳,旨在为政府跨部门协同的信息化工程顶层设计提供参考。Modern social management gradually embodies the characteristics of complexity and diversification.Governments all over the world are facing the problem that public affairs are beyond the scope of responsibility and authority of one single department.As the responsibility subject of social management,government needs to match its own obligations with social needs.Therefore,cross-departmental collaboration plays an important role and has great significance in social management.With the development of science and technology,information technology gradually covers the social management and service business of government departments,which not only improves the administrative efficiency,but also plays an important role in promoting cross-departmental collaboration.In recent years,many provinces and cities in China have made positive attempts in the practice of cross-departmental collaboration.However,due to the objective conditions such as numerous elements,complicated information and cross departmental responsibilities,the practice development is still facing many difficulties.Hainan has made in-depth exploration in promoting the integration of social management resources,promoting information sharing and business process collaboration.The key point is to build a new social management mode base on Hainan social management information platform.This paper takes the social management platform as an example to study and summarize its system structure,in order to provide a reference for the top-level design of information engineering in the field of government cross-departmental collaboration.
