摘  要:面向灾害现场环境快速重建以及深度集成应急人员、装备等位置信息的需求,针对传统获取的灾害现场视频数据与空间信息融合不够及应急无人机/人员定位信息滞后等问题,该文研究测绘应急减灾数据获取平台集成技术,获取灾害现场实时监测信息;攻关视频流信息与地理场景融合技术,实现灾情及其发展进程在线监测、分析评估及虚拟可视化;探索基于北斗短报文的定位技术,实现应急无人机/人员实时位置服务;搭建测绘无人机应急智能服务系统,开展应用示范,实现测绘无人机灾害现场多源数据集成及动态更新可视化,为灾害应急处置辅助决策分析、现场救援及指挥调度提供智能服务。To meet the needs of rapid reconstruction of disaster scene environment and deep integration location information of emergency personnel,equipment,the paper was studied,in order to solve the problems of the insufficient fusion between the traditional video data and spatial information of disaster scene,and the lag of positioning information.The integration technology of surveying and mapping data acquisition platform for disaster was researched and real-time monitor information of disaster field was acquired.The fusion technology of video stream information and geographical scene was tacked and the online monitoring,analysis and evaluation of disaster situation could be realized.The positioning technology based on BeiDou short message was explored to realize real-time location sharing of relief unmanned aerial vehicle(UAV)or personnel.Finally,the emergency intelligent service system of surveying and mapping UAV was built and had carried on the demonstration application in many areas.The multi-source data integration and dynamic update visualization were realized in UAV disaster scene.It provided intelligent services for decision analysis,on-site rescue,command and dispatching of disaster emergency response.
