摘 要:为弥补传统风险应答“被动响应”的不足,针对性的选择相匹配的风险应对预案,更有效应对政府投资工程项目风险,借鉴生物免疫应答原理,建立生物免疫应答与政府投资工程项目风险免疫应答的关联映射,构建基于固有性免疫应答及适应性免疫应答2道防线的风险免疫应答框架。根据风险特征匹配及亲和度计算,运用案例推理方法构建固有性免疫应答模型。利用TOPSIS的方法建立适应性免疫应答模型,通过案例验证模型方法的可行性与有效性。To make up for the traditional risk response“passive response”deficiency,this paper selected appropriate risk emergency plan targeted,and effectively coped with the risks of government investment engineering project,using the principles of biological immune response for reference,the correlation mapping between the biological immune response and the risk immune response of government investment engineering projects was established,and a risk immune response framework.Based on the risk feature matching and affinity degree calculation,using case-based reasoning and TOPSIS methods,the model of innate immune response and adaptive immune response were respectively constructed.Finally,the feasibility and effectiveness of the model method were verified by a case study.
