摘　　要：产业扶贫是国家实现共同富裕的重要机制和举措,随着近年来近海生态环境质量下降,传统渔业收益减少,沿海渔业产业扶贫迫在眉睫。以当前沿海渔业、渔民及渔村的现状分析为基础,认为"三渔"转型与产业扶贫尽管在时间跨度、实施对象等方面有所区别,但都旨在增加沿海渔民收入促进产业繁荣。为了保证"三渔"转型与产业扶贫的同步发展,提出了"沿海渔村振兴计划";注重产业扶贫项目的差异化多元化,提高扶贫机制"自我修正"能力;优化经营管理,利用海洋渔业保险等风险管控手段等防范内外部风险;加强专业人才、干部专业培养以提供智力支持等手段来保证沿海"三渔"转型与产业扶贫的衔接。Industrial poverty alleviation is an important mechanism and measure for the country to achieve common prosperity. With the decline of the coastal ecological environment in recent years and the decline of traditional fishery income, poverty alleviation in the coastal fishery industry is urgent. Based on the analysis of the current status of fishermen, fishery and fishing villages, this article believes that although the transformation of the "three fisheries" and the industrial poverty alleviation are different in terms of time span and implementation targets, they all aim to increase the income of coastal fishermen and promote industrial prosperity. In order to ensure the simultaneous development of the "three fisheries" transformation and industrial poverty alleviation and eliminate the problem of lagging development between them, this article proposes to implement the "fishing village revitalization plan" from five perspectives at the root. It needs to focus on differential diversification from the industrial poverty alleviation and improve the poverty alleviation mechanism "self-correction" capabilities, optimize business management, use fishery insurance and other risk control measures to prevent internal and external risks, and strengthen professional training of professionals and cadres to provide intellectual support to ensure the integration of coastal "three fisheries" transformation and industrial poverty alleviation.
