基于内容分析法的科技成果转化政策研究——以中部六个省会城市为例

摘　　要：科技成果转化是创新链的重要环节,是建设创新型国家和国家创新体系的重要内容。科技成果转化政策的制定与实施,对科技成果转化的绩效具有决定性的影响。以中部六个省会城市近年出台的有关科技成果转化政策文本为研究对象,运用文本内容分析法,通过量化分析,梳理和归纳了科技成果转化政策在适用对象和阶段方面的特点和问题,并提出了相应的对策建议。Scientific and technological achievements transfer is an important part of innovation chain and plays a key role in building innovative country and national innovation system.The es⁃tablishment and implementation of scientific and technological achievements transfer policies determine the performance of scientific and technological achievements transfer.The authors took scientific and technological achievements transfer related policy documents enacted in re⁃cent years by six provincial capital cities in central China as examples,using the method of con⁃tent analysis,summarized their characteristics and problems relating to the applicable objectives and stages,and finally put forward corresponding policy suggestions.
