摘  要:能源效率是评价我国可持续发展的核心要素,而考虑环境约束的能源效率更是生态文明建设成果的重要评价标尺。基于2005—2016年中国30个省区市的面板数据,采用博弈交叉效率模型对各省区市环境约束下的能源效率进行测算,再利用全局Malmquist指数方法核算各省区市的全要素生产率指数及分解量。研究结果显示:全面的能源效率评价体系应将环境约束考虑在内,高污染带来的负效应使得大部分省区市能源效率的水平大幅下降;我国现阶段各地区能源效率差异明显并且区域内发展不均衡,东部地区能源效率差异最大且有扩大趋势,西部、中部地区差异程度依次降低;各地区全要素生产率整体有波动下降的趋势,技术创新不足是全要素生产率提升的主要障碍。研究结论为进一步提高能源效率、促进区域内能源效率均衡发展以及协调经济发展与环境保护关系提供了理论基础与决策支持。Energy efficiency is the core factor to evaluate China's sustainable development,and the energy efficiency considering environmental constraints is an important evaluation criterion for the achievements of ecological civilization construction.Therefore,based on the panel data of 30 provinces in China from 2005 to 2016,this paper adopts the Game Cross Efficiency model to measure the energy efficiency under environmental constraint of each province,and then calculates the total factor productivity Index and decomposition quantity of each province by using the global Malmquist index method.The results show that:(1)Environmental constraints should be taken into account in a comprehensive energy efficiency evaluation system.The negative effects of high pollution have caused a significant drop in energy efficiency in most provinces.(2)At present,there are obvious differences in energy efficiency among different regions in China,and the regional development is not balanced.The difference of energy efficiency in the eastern region is the largest and tends to expand,while that in the western and central regions decreases successively.(3)The total factor productivity in all regions has the trend of fluctuation and decline.And the lack of technological innovation is the main obstacle to total factor productivity.The conclusions of this paper provide both theoretical basis and decision support for improving energy efficiency,promoting a balanced development of energy efficiency within the region and coordinating the relationship between economic development and environmental protection.
