摘 要:明代建立初期,政府重视地方志的修纂,希望通过修志实施教化和加强对全国各地的管理,地方政府的施政措施比较积极。明代中后期的吏治逐渐败坏,地方政府的施政行为变得毫无生气,缺乏创新的环境和动力,这可从正德《夔州府志》反映出来。此志的修纂不敢超越朝廷的修志规定,可见地方政府施政行为的保守。在高度集权的管理体制下,三峡地区地方官员面临着难以解决的流民问题,加上纷繁复杂的日常事务和管理体制障碍,地方政府施政环境不断恶化,社会控制已经弱化,预示着明王朝不可避免地走向灭亡。In the early Ming Dynasty,the government attached great importance to the compilation of local records,hoping to educate and strengthen the management of all parts of the country through the compilation of local records.The local government's administrative measures were relatively positive.In the middle and later period of Ming Dynasty,the administration of local government has gradually deteriorated,and the local government's administrative behavior has become lifeless and lack of innovative environment and motivation.This can be seen from the revised"Kuizhou Fuzhi"revised by Kuizhou government.The compilation of this chronicle dare not exceed the regulations of the autocratic central government,which shows the conservative administrative behavior of the local government.In the middle and late Ming Dynasty,under the highly centralized management system,the local officials in the Three Gorges area were faced with the difficult problem of social refugees and peasant uprising.In addition,the complicated daily affairs and the obstacles in the management system,the environment of local government's administrative behavior was deteriorating,and its control over the society had been weakened,which indicated that the Ming Dynasty would inevitably die.
