摘　　要：新时代推进中国特色社会主义制度和国家治理体系建设是实现“两个一百年”奋斗目标、应对百年未有之大变局和满足人民对美好生活向往的必然要求。完善“中国之制”、推进“中国之治”,离不开坚持党的领导、人民当家作主和依法治国的有机统一,离不开体现社会主义的本质要求,离不开满足社会主义现代化建设进入后半程的现实所需。完善“中国之制”和推进“中国之治”两者互为因果、密不可分,充分理解和把握两者关系是新时代坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化的关键。To promote the construction of the socialist system with Chinese characteristics and of the national governance system in the new era is the inevitable requirements to realize the“two centenary goals”,to cope with the momentous changes unseen in a century and to fulfill people’s aspirations for a better life.Improving the“China System”and promoting the“China Rule”cannot be separated from adhering to the organic unity of the Party’s leadership,the people’s ownership and the rule of law,embodying the essential requirements of socialism and meeting the practical needs of the socialist modernization in the second half.Improving the“China System”and promoting the“China Rule”are mutually causal and inseparable.Understanding and grasping their relationship is the key to hold and improve the socialist system with Chinese characteristics in the new era and to promote the modernization of the national governance system and governance capacity.
