摘　　要：政府大办工业是社会主义国家工业化必由之路,陈云工业经济思想也是以此为核心展开的。那么政府大办工业该"怎么办",又该"怎么管"?在贯彻执行毛泽东工业发展战略思想的多年实践基础上,陈云逐渐形成了一套内在逻辑自洽的理论体系,包括如何确立政府大办工业的经济条件、经济发展模式、宏观管理和微观管理等方面的工业经济思想。本文即以此框架,分别对陈云关于有计划按比例理论、综合平衡论、大局观、普遍联系论、重点论以及国情国力论等一系列重大理论观点按其逻辑关系展开述评,并对陈云工业经济思想主要观点的溯源进行了梳理。The government’s vigorous promotion of industrial development is the only way for the industrialization of socialist countries,and Chen Yun’s industrial economic thought is also based on this.So,how should the government vigorously promote industrial development and how to manage it?On the basis of many years practice of carrying out Mao Zedong’s industrial development strategy thought,Chen Yun gradually formed a theoretical system with internal logic,including how to establish the economic conditions,economic development mode,macro management and micro management of the government promotion of industry.Based on this framework,this paper reviews a series of important theoretical viewpoints of Chen Yun,such as planned proportionality theory,comprehensive balance theory,overview theory,universal connection theory,key point theory and national conditions and strength theory,and traces the source of Chen Yun’s main viewpoints on industrial economy.
