摘　　要：实施主体功能区战略,建设主体功能区是国土空间发展模式的创新,是优化国土空间开发保护格局的基础和保障。在简要回顾土地整治发展历程的基础上,明晰了国土综合整治的新时代涵义。基于主体功能区战略要求与国土综合整治功能定位之耦合关系,创新性地提出了空间主体功能导向下新时代国土综合整治的目标导向、重点内容以及推进机制。Implementing the strategy of developing functional zones and building them is an innovation of the development model of territorial space and the basis and guarantee for optimizing the development and protection pattern of territorial space.This paper briefly reviews the development process of land consolidation and clarifies the meaning of the new era of comprehensive land consolidation.Based on the coupling relationship between the strategic requirements of the main functional areas and the functional positioning of the comprehensive land improvement,this paper innovatively puts forward the target orientation,key content and promotion mechanism of the comprehensive land improvement in the new era under the spatial main functional orientation.
