日美英德国家层面住房规划的经验借鉴与启示

摘　　要：住房规划是引导住房健康发展的重要手段,日本、美国、英国、德国都已颁布过国家层面的住房规划或类似文件,特别是日本和美国已编制、实施过多版全国住房规划,对我国住房规划编制工作具有重要参考意义。通过对各国最新版国家层面的住房规划进行系统分析,从规划地位与作用、规划目标与指标体系、规划逻辑思路与重点内容、实施抓手等方面总结可供借鉴与参考的经验,并对日本和美国不同层级住房规划的传导机制进行梳理,在此基础上对我国国家住房发展规划的编制提出建议。Housing plan is an important means to guide the healthy development of housing.Japan,the United States,the United Kingdom and Germany have issued national-level housing plans or similar documents.In particular,Japan and the United States have implemented multiple versions of housing plans,which have important reference value for China.This article focuses on the in-depth analysis of the latest national-level housing plans in various countries,and summarizes the experiences that can be used for reference from the aspects of planning status and role,planning goals and indicators,planning logic and key content,and implementation measures.This article also reviews the conduction mechanisms of different-level housing plans in Japan and the United States,and makes suggestions on the compilation of China′s national housing development plan.
