城市生活垃圾管理政策扩散的文本计量分析

摘　　要：城市生活垃圾管理是城市治理的重要内容。城市生活垃圾管理政策扩散情况集中体现了城市生活垃圾治理的整体性布局。通过对1979—2020年1840份中国城市生活垃圾管理政策进行政策参照网络与关键词时序分析,从生活垃圾管理政策扩散强度、广度、方向与速度四个维度,以及政策萌芽、过渡、调整和发展四个阶段构建“四维度-全阶段”的分析框架表明:在政策扩散强度上,通知类政策居多,政策总体呈聚集分布态势,主要集中于政策调整阶段(2008—2015年)和政策发展阶段(2016—2020年);在政策扩散广度上,法律类政策强于通知类政策,且微量平稳增长同瞬间爆发增长并存;在政策扩散速度上,通知类政策扩散速度变化幅度较大;在政策扩散方向上,显现从中央向地方、从东部向西部发散型辐射的特征。中国城市生活垃圾管理政策变迁的宏观视图,对于推动中国城市生活垃圾治理研究具有一定的启发与借鉴意义。Municipal solid waste(MSW)management is an important part of urban governance.The diffusion of MSW management policies reflects the overall layout of MSW governance.Based on the analysis of the policy reference network and keyword time series of 1,840 Chinese MSW management policies from 1979 to 2020,a“Four Dimensions and All Stages”analyzing framework is built according to the four dimensions of the intensity,scope,direction and speed of the MSW management policy diffusion,and the four stages of policy initiation,transition,adjustment and development.It is shown that in terms of the intensity of policy diffusion,most polices are notifications that tend to be distributed concentratedly,mainly in the policy adjustment phase(2008-2015)and policy development phase(2016-2020);in terms of the scope of policy diffusion,the law-related policies are stronger than notification policies,and small but steady growth coexists with instantaneously explosive growth;in terms of the speed of policy diffusion,the speed of notification policies is faster;in terms of the direction of policy diffusion,it is characteristic of radiating from center to periphery and from east to west.A macro view of the changes in China’s MSW management policies is conducive to promoting the research on China’s MSW management.
