摘 要:由于政策系统与政策环境的复杂性,基于不同子目标、在不同领域所形成的多种政策工具导致创新的治理结构更加分散,管理层次愈发复杂,政策功能呈现“碎片化”现象,在政策运行过程中出现系统功能低下的问题和事与愿违的结果。本文根据对105项创新政策的组合有效性及其问题成因的分析,提出基于法治系统工程理论的创新政策组合模式,并构建创新政策的组合过程模型及其核心机制,以期为创新政策的制定与实施从单因素、单方向的思维过渡到系统、综合、整体的思维提供一个新的理论视角。Due to the complexity of the policy system and policy environment,the various policy instruments based on different sub-goals and in different fields have led to a more dispersed governance structure of public policies,an increasingly complex management level,and a phenomenon of“fragmentation”of policy functions.During the operation of the policy,there are problems with low system function and counterproductive results.According to the analysis of the policy mix effectiveness of 105 innovation policies and the causes of their problems,this paper proposes a mix model of innovation policy based on the theory of legal system engineering,and constructs a mix process model and its mechanism of innovation policy.It provides a new theoretical perspective for the formulation and implementation of innovation policy from the single factor and unidirectional thinking to the systematic,comprehensive and holistic thinking.
