摘　　要："乡村振兴"是中国特色社会主义进入新时代,乡村经济社会发展进入新阶段提出的重大战略,是新时代"三农"工作的总抓手,具有重要的时代价值。乡村振兴战略的主要目的是为了满足广大农民对美好生活的需要,为了实现这一目的,就需要一系列制度保障。"乡村经济民主制度"是指农民在生产资料共同占有的基础上,能够在平等的社会关系的前提下从事经济社会活动,共同对农村经济社会进行管理,使农民的民主权利和根本利益得到充分尊重和满足的制度体系。实施乡村振兴战略,重点在于把握新时代我国社会主要矛盾和农村主要矛盾的变化,核心在于推进经济民主制度建设。可以说,乡村经济民主制度是实施乡村振兴战略的关键,是通向农民自由全面发展的必然选择,代表农业农村和新时代中国特色社会主义的发展方向。因此,要不断加强和完善乡村经济民主制度建设,推进新时代乡村治理体系和治理能力现代化。Rural revitalization is an important strategy put forward in the new era of socialism with Chinese characteristics and the new stage of rural economy and society.Rural revitalization is the master work of“agriculture,rural areas and farmers”in the new era which has important historical value.The main purpose of rural revitalization strategy is to meet the needs of farmers for a better life.In order to achieve this goal,a series of institutional mechanisms are needed.“The system of rural economic democracy”refers to the system in which farmers can engage in socio-economic activities based on equal social relations and the shared possession of means of production,and manage jointly the rural society with the democratic rights and fundamental interests of farmers fully respected and satisfied.Implementing the strategy of rural revitalization focuses on understanding the changes in the main social contradictions and rural contradictions in the new era,and the core lies in promoting the construction of the system of economic democracy,which is the key to its successful implementation and the inevitable choice to the free and all-round development of farmers.Rural economic democracy is the development direction of agriculture,rural areas and socialism with Chinese characteristics in the new era.Therefore,it is necessary to continue to improve the institutional construction of rural economic democracy and modernize the rural governance system and capacity in the new era.
