协同创新视角下我国先进制造业集群发展策略——基于常州市先进制造业集群的实证

摘　　要：面对国际国内双循环新发展格局,我国先进制造业创新环境变化很大,创新难度急剧增加,迫切需要企业寻求外部资源,通过集群企业间广泛合作来开展创新和技术攻关(即协同创新),以实现价值共创并分担市场风险。然而,目前尽管我国先进制造业集群规模不断扩大,但集群企业在核心技术上创新动力不足,存在重集聚轻协作、产业链与创新链融合不紧密、创新路径选择不当等问题,严重影响创新绩效。为明确集群企业协同创新关键路径,提高集群企业协同程度与创新绩效,以常州市十大先进制造业集群为样本,利用结构方程模型进行实证研究。结果表明,先进制造业集群协同创新外部环境、集群企业创新学习能力、集群企业间协同能直接或间接影响集群协同创新绩效,且集群企业创新学习能力在集群协同创新外部环境与集群协同创新绩效间起中介作用。因此,为进一步推动我国先进制造业集群协同创新发展,需要从环境治理机制入手,通过财政、税收等政策来调节协同创新环境;从知识治理机制入手,建立正式或非正式组织来统筹协调集群企业开展学习活动,促进集群企业整体或局部知识创造;从信息治理机制入手,解决集群企业间信息不对称问题,提升集群资源或能力的差异性,确立持续竞争优势;从关系治理机制入手,通过硬性规则、软性协定、柔性协定为集群企业协同创新提供动力;从激励与收益分配机制入手,处理好集群整体目标与企业个体目标的关系,在确保企业个体获得合理收益的同时实现集群整体利益的最大化;从风险管控机制入手,推动集群在产业链层面、技术链层面、价值链层面的创新协同。Facing the new arrangement of domestic and international circulations,there are significant changes in the environment of China’s advanced manufacturing industry,difficulties in innovation is rising sharply,and the external resources is needed urgently.We should try to realize value cocreation and the sharing of market risk by cooperation and collaborative innovation among cluster enterprises.Though the scale of China’s advanced manufacturing cluster is increasingly expanded,there are still some problems with it,such as the lack of innovation motivation in key core technologies,focusing more on aggregation and less on collaboration,inadequate integration of the industrial chain and innovation chain,and the improper choice of innovation paths,which having negative impact on innovation performance.To clarify the key path of collaborative innovation among cluster enterprises and improve the level of collaborative innovation and innovation performance,the authors carry out the empirical analysis with the help of the samples of ten advanced manufacturing clusters in Changzhou.It is found that:the external environment of collaborative innovation among the advanced manufacturing clusters,the learning capacity of the cluster enterprises,and the collaboration among these enterprises will have direct or indirect impact on innovation performance;and the learning capacity plays the intermediating role between external environment and innovation performance.So,to further promote the collaborative and innovative development of China’s advanced manufacturing clusters,we should,first,start from cluster environmental governance mechanism,adjust the collaborative innovation environment with the help of fiscal and taxation policies;second,we should start from knowledge governance mechanism,establish the formal or informal organizations to collaborate the learning activities of cluster enterprises and promote the overall or partial knowledge creation;third,we should start from information governance mechanism,solve the problem
