摘　　要：俞森于康熙初年以生员身份入国子监学习,曾参与编修实录,担任河南按察使佥事(管河道)、荆南道台、湖广布政使司参议等官。所撰《荒政丛书》是清代较早的一部荒政著作,从他对常平仓、义仓、社仓的考证以及他的赈济纪事之作《郧襄赈济事宜》中,我们可以窥见其预备为先、依时而动、因地制宜、鼓励民众自救的荒政思想。In the early years of Kangxi’s reign(1654-1722)in Qing Dynasty,Yu Sen entered imperial academy as a student.He participated in the compilation and revision of the Memoir of Emperor Shunzhi and served as vice surveillance commissioner,Jingnan Daota,the assistant administration commissioner of the Huguang Provincial Administration.His A Compilation of Polices for Relieving Famines was an early work on famine relieving policy in Qing Dynasty.From his textual research on Ping storage,Yi storage,She storage,and the Records of Famine Relieving on Yun Xiang,his thought of famine relieving--preparing in advance,acting by responding to a situation as it happened,adjusting measures in line with local conditions and encouraging people to save themselves,can be clearly seen.
