摘　　要：随着电信诈骗手段日趋专业化、智能化,跨境犯罪趋于常态化,"黑灰产业"不断变化升级,电信诈骗、攻防对抗、精准诈骗问题突出。从分析电信诈骗态势入手,总结了电信诈骗的特点,梳理了移动黑色产业链的获利模式和主要传播渠道;并对近期最热门、受害用户最多且影响非常恶劣的四类诈骗手法进行解析。提出了从互联网端、电信端、社交通讯端、跨境通信端进行协同治理,构建"打""防""管""控""宣"一体化的全方位反电信诈骗体系,多部门联合办案,监测、处置、打击、保护全链条推进的反诈新思路。With the increasingly professional and intelligent means of telecom fraud,cross-border crimes tend to be normalized,and the“black gray industry”is constantly changing and upgrading.The problems of telecom fraud,offensive and defensive countermeasures,and precision fraud are prominent.This paper starts from the analysis of telecom fraud situation,summarizes the characteristics of telecom fraud,and sorts out the profit model and mainstream communication channels of mobile black industry chain.And recently the most popular,the most victimized users and very bad influence of four types of fraud methods are analyzed.This paper puts forward a new idea of anti-fraud from the Internet,telecom,social communication and cross-border communication to build a comprehensive anti-telecom fraud system by integrating“fighting”,“preventing”,“managing”,“controlling”and“publicizing”and handling cases jointly by multiple departments,and promoting the whole chain of monitoring,handling,cracking down and protecting.
