从应对突发疫情看领导干部素质能力的提高——基于新冠肺炎疫情防控期间120期违规违纪典型问题通报的分析

摘  要:对新冠肺炎疫情防控关键时期媒体发布的120期党员干部违纪违规问题通报进行分析。研究结果表明:通报涉及省别、通报期数、通报人数与全国疫情发展趋势相一致;受通报党员干部违规违纪的主要原因包括政治意识不强,全局观念不强,责任意识不足,作风建设不硬,纪律观念不强,治理能力不足。为此,要提高领导干部的素质能力,一要坚守建设忠诚干净担当的高素质干部队伍的要求;二要加强干部培训,着力提升干部的治理能力和专业能力;三要进一步健全科学的干部监督管理机制,强化作风建设。To analyze 120 reports of party members and leaders violating discipline and regulations issued on the media during the critical period of COVID-19 prevention and control.The results show that the provinces,reporting periods and numbers mentioned in the bulletins coincide with the epidemic tendency around the nation.The main reasons for some party members and leaders to be notified of violating laws and disciplines include weak political consciousness,weak overall conception,insufficient sense of responsibilities,and incompetent style of work,inadequate discipline conception and unqualified governance capabilities.Therefore,we should improve the quality and ability of part leadership.First,we should stick to the requirements of building up a team of loyal,honest and responsible leadership;second,we should strengthen leadership training and focus on improving their management capability and professional capability;third,we need to further improve the scientific mechanism for leader supervision and management and strengthen our work style.
