论命运共同体理念下新冠肺炎防治的法律保障

摘　　要：新冠肺炎疫情的蔓延使得各个国家(地区)的人们命运与共。新冠肺炎的防治成为时下最紧迫的任务,它需要在命运共同体理念的引领下积极推进,从整个国际社会利益的角度、从人类命运共同体的角度来思考和采取防控措施,而所有这些都需要法律的保障。当前的新冠肺炎疫情防控尤其需要强化法律保障,应将命运共同体理念作为新冠肺炎防治法律保障的基本原则,在此基础上完善新冠肺炎防治的法律及法律保障体系,强化法律实施的协调与合作,完善争端解决机制并合理合法解决纷争。The spread of COVID-19 has shared the destiny of people in every country and region.The prevention and control of COVID-19 has become the most urgent task at present.It needs to be actively promoted under the guidance of the concept of community of shared future,and prevention and control measures should be considered and taken from the perspective of the interests of the entire international community and the community of shared future for mankind,all of which need legal protection.The current COVID-19 prevention and control in particular requires us to strengthen legal safeguards,take the concept of community with a shared future as the basic principle of legal safeguards for COVID-19 prevention and control,improve the legal and legal protection system for CONVID-19 prevention and control,and enforce the coordination and cooperation of law implementation,improve the dispute settlement mechanism and resolve the disputes reasonably and legally.
