摘　　要：促进社会公平正义是中国社会保障制度的基本理念,这不仅体现在党中央领导人的重要论述中,也体现在重大社会保障制度政策之中。推进社会群体之间的公平正义是中国社会保障制度发展和完善的核心,中国基本建立起覆盖各类人群的社会保障制度,并通过制度整合等进一步推进社会群体之间的公平正义。促进不同主体之间的责权公平是中国社会保障制度发展和完善的关键,中国社会保障制度中的政府责任、社会责任与个人责任之间的均衡和协调机制,责权公平度也在逐步完善提升。然而,中国社会保障制度在群体覆盖、责权均衡、待遇水平以及制度层次等方面还需要进一步完善,促进社会公平正义依然是中国社会保障制度发展和完善的重要任务。Since the reform and opening up,the development of China's social security system has always promoted the practice of the system under the concept of social equity and justice.Promoting social equity and justice is the basic idea of China's social security system,which is reflected not only in the important discourse of the core leaders of the Communist Party of China,but also in the major social security system policies.Promoting fairness and justice among social groups is the core of the development and perfection of China's social security system and China has basically established a social security system covering all kinds of people,and further promoted fairness and justice among social groups through system integration.Promoting the equity of responsibility between different subjects is the key to the development and perfection of China's social security system.However,China's social security system needs to be further improved in terms of group coverage,balance of responsibilities,level of treatment and system level,and promoting social equity and justice is still an important task for the development and perfection of China's social security system.
