加拿大机构养老体系对我国医养结合发展的启示

摘　　要：结合加拿大多层次、高质量、广覆盖的机构养老体系优势,总结我国医养结合的4种主要模式,分析在开展医养结合探索中存在的如资金投入不足、社会力量参与度低、评估体系不完善、机构职能融合不足、缺乏完善的老年护理人才培养机制等问题,提出完善养老保险、构建标准化需求评估体系、促进医养信息融合、培养护理人才等建议。This article combines advantages of multilevel,high quality and wide coverage institutional pension system in Canada,summarizes four types main models integrated treatment and convalesce in our country,analyzes the problems in exploring integrated treatment and convalesce such as insufficient investment,low social force participation,imperfect evaluation system,insufficient integration of institutional function,and lack of nursing personnel training mechanism for the elderly.It puts forward that perfect endowment insurance,build standardization needs assessment system,promote information integration of treatment and convalesce,train nursing talents and so on.
