摘　　要：上海要牢记建设人民城市的使命要求,始终把城市作为有机生命体,对照世界一流公共卫生标准,加快完善重大疫情防控体制机制,加快建设与社会主义现代化国际大都市功能定位相匹配的公共卫生应急管理体系,对公共卫生应急管理体系进行整体性重塑,率先走出一条具有中国特色、体现时代特征、彰显社会主义制度优越性的超大城市公共卫生安全治理之路,努力把上海建设成为全球公共卫生体系最健全的城市之一。In order to build a world-class public health system,Shanghai should bear in mind the mission requirement of building a people’s city,always treat the city as an organic living organism,compare with world-class public health standards,accelerate the improvement of the institutional mechanism for prevention and control of major epidemics,accelerate the construction of a public health emergency management system that matches the functional positioning of a modern socialist international metropolis,carry out a holistic reshaping of the public health emergency management system,and take the lead in developing a road of public health and safety governance for mega-cities with Chinese characteristics,reflecting the characteristics of the times and showing the superiority of the socialist system,and strive to build Shanghai into one of the most sound cities in the world in terms of public health system.
