摘　　要：具有全局性、历史性意义的党的十九届五中全会以纲领性文件和行动指南为开启全面建设社会主义现代化国家新征程、向第二个百年奋斗目标进军作出政治动员。各级政府担当好推动"十四五"期间经济社会发展的重大责任,关键在于按照五中全会的要求,在行政工作和行政改革中以准确识变、科学应变、主动求变育先机、开新局,胸怀"两个大局",准确识别、把握新发展阶段的变化及其对行政工作的要求;保持战略定力,形成行政工作贯彻新发展理念、推进高质量发展的工作模式;在更高起点上推进改革,提高行政工作助力新发展格局的效能,打造善于主动求变的有为政府。The Fifth Plenum of the 19th CPC Central Committee,with overall and historical significance,has made political mobilization for beginning a new journey of building China into a modern socialist country in an all-round way and marching toward the second centenary goal with programmatic documents and action guidelines.The key for governments at all levels to take on the major responsibility of promoting economic and social development during the"Fourteenth Five-Year Plan"period lies in:identifying changes accurately,responding to changes scientifically and seeking changes proactively in order to nurture opportunity and opening up a new situation in the administrative work and reform in accordance with the requirements of the Fifth Plenum of the 19th CPC Central Committee;keeping in mind the"Two Overall Situations",accurately identifying changes in the new development stage,and grasping the requirement of adapting the administrative work to the changes;maintaining strategic determination,and forming a working mode of implementing the new development concept and promoting high-quality development in the administrative work;and pushing forward reform at a high level,improving the efficiency of administrative work in assisting in the new development pattern,and building a promising government that is good at seeking changes proactively.
