基于“准许成本+合理收益”的目标配电价格模型构建及应用研究

摘　　要：随着电力体制改革不断深化、成本监审趋严趋紧,电网企业面临着由外到内的压力和动力,对电网企业的经营管理提出更高要求。在新电力体制改革以及县级供电公司管理水平参差不齐的背景下,为了更合理地评估各县级供电公司的经营管理水平,发挥价格激励作用,本文构建了一种基于“准许成本+合理收益”的目标配电价格模型。将目标配电价格设定为实际配电价格和调节配电价格之差,实际配电价格按照“准许成本+合理收益”的方法核定,调节配电价格由与经营管理相关的三项影响指标制定。利用层次分析法和熵权法相结合的综合权重计算方式对模型进行求解。以某省级电网公司所属县级供电公司作为算例进行应用,求解目标配电价格,并分析结果产生的原因,算例结果验证了该模型的有效性。With the deepening of power system reform and the tightening of cost supervision and examination,power grid enterprises are facing the pressure and power from the outside to the inside,which puts forward higher requirements for the operation and management of power grid enterprises.Under the background of new power system reform and uneven management level of county-level power supply companies,in order to evaluate the operation and management level of county-level power supply companies more reasonably and play the role of price incentive,this paper constructs a target distribution price model based on"permitted cost+reasonable income".The target distribution price shall be set as the difference between the actual distribution price and the adjusted distribution price.The actual distribution price shall be determined according to the method of"permitted cost+reasonable income",and the adjusted distribution price shall be determined by three influencing indexes related to operation and management.The model is solved by the method of ahP and entropy weight.A county-level power supply company affiliated to a provincial power grid company was used as an example to solve the target distribution price,and the causes of the results were analyzed.The result of the example verified the effectiveness of the model.
