我国建设项目节地评价进展与存在问题——以重庆市为例

摘　　要：我国从宏观的行政辖区整体、中观的功能区和不同用途土地、微观的单体工程建设项目三个层面开展集约节约评价工作,全方位促进我国节地评价工作不断完善,而微观层面的建设项目节地评价是当前工作的薄弱环节。通过总结我国节约集约用地工作开展情况,以及建设项目节地评价工作发展历程,比较分析江苏省和安徽省建设用地项目节地评价规程制定情况,总结现有的评价体系与方法,结合重庆市建设项目节地评价工作开展情况,发现重庆市主要面临工作管理、用地标准、政策保障和专家库建设四个方面问题,依据重庆市用地需求,提出应该明确地方建设项目节地评价标准、范围和内容,以及制定符合地方实际的评价指标体系和方法,形成指导性文件。此外,还需要注重加强用地过程性监管和评价工作,完善土地管理部门和行业部门联动建设专家库。In China,evaluation of conservation and intensive use of land is carried out in terms of macroscopic overall jurisdictions,intermediate functional zones and land for different purposes,and microscopic separate construction projects,to promote the continuous improvement of land saving evaluation in an all-round way.However,land saving evaluation at a microscopic level is a weak link of this mission.This paper conducted a comparative analysis of formulating regulations on land saving evaluation for construction projects in Jiangsu and Anhui,by summarizing situations of implementing conservation and intensive use of land in China and the development history of land saving evaluation for construction projects.Based on existing research findings,existing evaluation systems and methods were summarized.From the implementation of land saving evaluation for construction projects in Chongqing,it can be seen that Chongqing is mainly faced with problems in task management,standards for land use,policy guarantee and construction of expert databases.According to the needs of land use in Chongqing,standards for and scope and contents of land saving evaluation for local construction projects should be specified;based on local reality,indicator systems and methods for evaluation should be developed and guideline documents should be formulated.Besides,attention should be paid to monitor and evaluate processes of land use,and to improve the construction of expert databases jointly by land management departments and industry sectors.
