摘　　要：目的:基于政策执行理论,探讨贵州远程医疗服务运行机制存在的问题,并给出优化建议,以期为贵州远程医疗政策制定提供一定参考借鉴。方法:运用史密斯政策执行过程模型,对贵州远程医疗服务运行机制进行分析。结果:贵州远程医疗运行机制在政策理想程度、执行机构、目标群体和执行环境因素等方面均存在一定不足。结论:探索机制优化的对策措施,包括进一步优化政策设计、增强执行机构间联动协调、加强宣传促进目标群体行为转变及完善政策执行环境保障。Objective:Based on the theory of policy implementation,discuss the problems in the operation mechanism of telemedicine services in Guizhou,and give optimization suggestions,with a view to making certain references for Guizhou telemedicine policy development.Methods:Using Smith Model to analyze the operation mechanism of telemedicine services in Guizhou.Results:Guizhou's telemedicine operation mechanism has certain deficiencies in terms of policy ideality,implementation organizations,target groups and implementing environmental factors.Discussion:Exploring countermeasures for mechanism optimization,including further optimizing policy design,enhancing coordination between implementation organizations,strengthening publicity to promote target group behavior change,and improving policy implementation environment.
