摘　　要：论述了《建设项目环境保护管理条例》修订后,在实施排污许可管理的时代背景下,环境监理相关工作内容在建设项目设计、施工过程环境保护、竣工环保验收等方面的必要性,对需要开展环境监理的建设项目提出建议建设,项目环境保护设施与措施“三同时”的有效落实,是企业环保工作的开端与基础,环境监理是确保“三同时”落到实处的关键环节,可以不拘泥于以往的形式开展,但需要更务实的结论。This paper discusses the necessity of environmental supervision in such aspects as construction project design,construction process environmental protection,and completion environmental protection acceptance under the background of implementing pollution discharge permit management after the revision of Regulations on the Administration of Construction Project Environmental Protection.It puts forward suggestions on the construction projects and development of environmental supervision.The paper comes to the conclusions that the effective implementation of three simultaneous system of environmental protection facilities and measures of construction projects is the beginning and foundation of enterprise environmental protection work.Environmental supervision is the key link to ensure the implementation of three simultaneous system.It can be carried out regardless of the previous forms with more practical results.
