摘  要:现代煤化工是煤炭清洁利用的重要方向,属于技术、资金、资源密集型产业,面临资源因素、技术成熟度、投资规模、产品市场、财税政策、环境制约等诸多问题和挑战。为了有针对性地对基于环境制约的现代煤化工项目进行整体效益评估,开展了效益影响因子的筛选识别研究,就环境制约下现代煤化工项目效益的影响类型、影响因子及影响程度进行展开,尤其针对潜在的水污染、大气污染、固废污染、碳排放等环境问题,量化分析了污染物和二氧化碳排放可能造成的土地、大气等环境损失。针对现代煤化工环境风险大、水资源消耗大等产业特点,采用费用效益分析理论,构建了基于环境制约的现代煤化工项目效益评估体系,确定了费用及效益类别,建立了基于环境制约的现代煤化工项目效益评价方法与模型。As an important direction for clean utilization of coal,modern new coal chemical industry is technological,capital,and resou rce-intensive industries and it is faced with factors such as technological maturity,investment scale,carbon dioxide em issionsand environment.In order to evaluate the benefitsof modern coal chemical projects under environmental constra ints,wecarried out a screening and identification study of economic risk types,impact factors and degree of impact of economicrisks of coal che mical projects based on environmental constraints,especially for potential and possible water pollution,atmospheric pollu tion,solid waste pollution,carbon emissions and other environmental risks,quantified the environmental losses such as landand atmosphere that may be caused by pollutant and carbon dioxide emissions.According to the characteristics of the coal chemica lindustry,especially the characteristics of large environmentalrisks and large water consumption,the cost-benefit analysistheo ry was used to construct a modern coal chemical project benefit evaluation method based on environmental cons traints,determine the cost and benefit categories,and establish the modern coal chemical project benefit evaluation method aKnedywmoorddel sbased on environmental constraints.
