摘　　要：排污许可制作为固定污染源环境管理核心制度,自实行以来对工业企业规范排污、改善生态环境质量起到了重要作用。目前排污许可为独立版块运行,与其他环保管理在联动方面还需改善。通过对相关文献综合分析,认为通过建立环评、排污许可、排污交易等联动机制,相关规范衔接、核算方法统一、平台对接、联动管理等措施使三者进一步融合完善,并落实好事中事后的监管,以期能够不断优化提升我们的环保服务实现“一证式管理”。As the core system of environmental management of fixed pollution sources,the enission permit system has played an important role in standardizing the enmission of industrial enterprises and improving the quality of ecological env ironment since its implementation.At present,the operation of the permit is independent,and the linkage with other environmental protection manage-ment needs to be improved.Through the comprehensive analysis of relevant paper,it is believed that through the establishment of environmental impact as8e8sment,emission permit,emission trading and other linkage mechanisms,the convergence of relevant standards,the unifcation of accounting methods,unified platform,linkage management and other measures,the three are further integrated and improved,and the supervision in and after the event is implemented,so as to continuously optimize and improve our environmental protection serviees and realize“one license management.”
