摘　　要：本研究运用分层系统抽样方法首次对全国31个省级地方2016年末全部法人社会组织经济规模做规范测算并获得重要发现;研究中针对不同性质的社会组织测算方法的改进,弥补了政府管理部门以往借助台账系统业务统计存在的不足,也在业内已有估算研究基础上向规范研究推进了一步;提出了“非活性社会组织”和“疑似非活性社会组织”的概念,根据抽样数据推算全国活性社会组织的实际数量要比官方公布的少;为客观把握全国法人社会组织总体经济规模并制定相应的规制政策提供了参考依据。In this study,stratified system sampling method was used for the first time to conduct standardized measurement of all Registered Non Profit Organizations(NPOs)in 31 provincial regions of China by the end of 2016 and discovered the important results.The improvement of the calculation method for different NPOs makes up for the deficiency of the civil administration system in collecting data in a traditional accounting way.Based on the fuzzy estimation method in this field,this research is a step forward to the normative research.The concepts of“inactive NPOs”and“suspected inactive NPOs”were created and the proportion in the increment was calculated,from which it was inferred that the actual number and scale of active NPOs nationwide were smaller than officially disclosed.It also provides a reference basis for objective understanding of the scale of full-time employment of NPOs across the mainland.Some ideas are put forward to optimize the accounting system,form design,data concept and filling specification of non-profit institutions,and to establish a scientific,practical,intelligent,efficient,convenient and concise data system with unified standards.Furthermore,the paper puts forward the idea of constructing China’s Third Sector Economic Statistics System in three stages.
