摘　　要：文章探讨了全媒体在国家治理中的价值及其实现机制。传统媒体和新兴媒体融合发展不断深入从而产生了全媒体,治理全媒体和运用全媒体提高治理能力的共同需要使得建立全媒体传播体系成为国家治理现代化的重要任务。全媒体在国家治理中提供了政治引领和政治传播、公共服务和公共秩序、公益平台和公益功能、传媒经济和产业经济,因而具备显著的政治性、公共性、公益性和经济性的价值。最后,文章建构了包括以党管媒体为原则的组织机制、以提供服务为实质的运行机制、以智慧治理为理念的保障机制的全媒体价值的实现机制。This paper discusses the value of omnimedia in national governance and its realization mechanism.The integration and development of traditional media and emerging media has been deepening,resulting in the emergence of omnimedia,governance of omnimedia and the use of omnimedia to improve governance capacity,making the establishment of omnimedia communication system an important task of national governance modernization.Omnimedia in national governance provides political guidance and political communication,public service and public order,public platform and public welfare function,media economy and industrial economy,so it has significant political,public,public welfare and economic value.Finally,the paper constructs the realization mechanism of omnimedia value,including the organization mechanism based on the principle of party supervision over medias,the operation mechanism with the essence of providing services,and the guarantee mechanism with the concept of intelligent governance.
