摘　　要："韧性"缺失的卫生系统在灾难性医疗需求激增情境下不堪重负,难以平衡灾难中的紧急医疗救治与常规的医疗卫生服务,成为限制卫生系统可持续发展的瓶颈。因应对灾难中各种不确定性和动态变化性,卫生系统面临重重挑战与危机。本文将耗散结构理论引入卫生系统,通过灾难性医疗需求激增的情境探讨卫生系统韧性与耗散结构理论的关联性。Health system lacking in resilience is unable to meet the surge of medical needs in catastrophic events and to balance emergency medical treatment withroutine health services in disasters, which becomes a bottleneck that limits the sustainable development of health system. In response to various uncertainties and dynamic changes in disasters, health system is facing various challenges and crises.This paper introduces the theory of dissipative structures into the research on health system, and explores the relevanceof the resilience of health system to the theory of dissipative structuresin the context of surge ofmedical needs in catastrophic events.
