澳大利亚对外援助政策的特点

摘　　要：基于对澳大利亚70年的对外援助实践和政策文件的分析,可以发现澳大利亚的对外援助政策具有以下特点:重视道义价值与国家利益的平衡,注重援助项目的透明度及有效性监督,注重援助执行机构的建设以及重视援助政策的法律化。我国应立足自身实际,借鉴澳大利亚的对外援助政策经验,切实提高我国对外援助法律体系的透明度和有效性。By analyzing the 70 years history of Australiaforeign aid practice,policies and documents, it can be found that Australian foreign aid policies have several features as follows: highlight on the balance between moral and national interests, emphasis onthe transparency and effectiveness supervision of aid projects, focus on improvement of aid executive agency and legalization of aid policies. By reviewing China’s aid practice, lessons can be learned from the experience of Australian foreign aid policies to improve the transparency and effectiveness of China’s foreign aid legal system.
