摘 要:电子治理因与新技术紧密关联而带有革命性色彩,但它并不外生于原本的治理体系。在治理目标已确定的前提下,电子治理效能的释放有赖于它与整个治理体系的耦合程度。中国电子治理被置入推进国家治理体系和治理能力现代化的过程中,因而以人民为中心的价值定位、党的集中统一领导下的全国一盘棋、独立自主和对外开放相统一的原则等制度优势成为电子治理效能释放的基础。这种制度优势进一步转化为电子治理效能需要更加深入的改革创新:构建以人民为中心的电子治理评价体系,以党的领导推动电子治理和传统治理相互赋能,并在维护电子治理主权的前提下更加积极参与全球电子治理规则构建。Although e-governance is revolutionary due to its close connection with new technologies,it is not exogenous to the original governance system.Under the premise that the goal of electronic governance is determined,the release of its effectiveness depends on the coupling with the entire governance system.China s e-governance has been placed in the process of modernizing the national governance system and governance capabilities.The system advantages such as the people-centered value positioning,the overall consideration under the centralized and unified leadership of the party,and the principles of independence and openness have become the basis for the release of e-governance effectiveness.To further transform institutional advantages into e-governance effectiveness,more in-depth reforms and innovations are required.A people-centered e-governance evaluation system should be constructed,and the party s leadership should promote the mutual enable of e-governance and governance traditions,and should be more active in the construction of global e-governance rules while firmly maintain under the premise of e-governance sovereignty.
