摘　　要：财政收入占GDP的比重代表GDP的含金量。不同省域政府财富创造能力的不同,导致区域经济增长差距长期存在。GDP含金量、省域政府财富创造能力是影响区域协调发展的关键要素。省域政府财富创造能力通过缩小区域差距、促进区域分工的合理化与区域经济的共同增长对区域协调发展产生影响。从政府对经济的推动力与管控力的视角,对区域财富创造的路径进行探索,并以GDP含金量作为地区政府财富创造能力的代表指标,利用1999—2019年数据对我国省域政府财富创造能力的空间布局特征与动态演进规律进行实证分析。研究结果表明:区域的协调发展需要区域政府财富创造能力的支撑,提高税率或土地价格在短期内能够增加政府财富,但不利于区域长期发展。因此,应以区域经济的长期发展为出发点,以政府职能的合理履行作为推动区域协调的关键落脚点,推动区域经济高质量发展。The ratio of fiscal revenue to GDP represents the gold content of GDP,and different provincial-level governments have different wealth creation ability,which generates the gapof regional economic growth.The gold content of GDP and the wealth creation ability of provincial-level governments are the key factors affecting the coordinated development of regions.The wealth creation ability of provincial-level governments has an effect on the coordinated development of regions through the narrowing of regional gap,the rationalization of regional division of labor and the common growth of regional economy.This paper explores the path of regional wealth creation from the perspective of the power of government to drive and control the economy and makes an empirical analysis on the spatial layout features and dynamic evolution law of the wealth creation ability of provincial-level governments in China by using the data from 1999 to 2019 and taking the gold content of GDP as a representative indicatorof the wealth creation ability of regional governments.The research results show that the coordinated development of regions needs the support of the wealth creation ability of regional governments.Raising taxes or land prices increases government wealth in the short term,but undermines the long-term development;we should promote high-quality development of regional economy by regarding the long-term development of regional economy as the starting point and taking the reasonable performance of government functions as the key point to promote regional coordination.
