论农户家庭经营在乡村振兴中的基础性地位

摘　　要：走中国特色社会主义乡村振兴道路,必须正确处理好发展适度规模经营和扶持小农户之间的关系。通过概念思辨、理论分析和发展趋势判断等对相关经济学概念进行辨识,澄清了一些传统认识上的误区。在此基础上,试图说明我国农业长期存在的小农户问题并非是因为家庭联产承包责任制而产生的,而是先天资源禀赋不足和人地比例失调的结果。农户家庭经营作为农业生产的基本单元必须得到坚持,但小农经营的先天不足需要一个良好的外部制度环境——现代化的社会化服务体系作为配套。建立健全面向小农户的多元化、多层次、社会化服务体系,通过小农户之间的横向联合来获取外部规模经济,可以实现小农户与现代农业发展的有机衔接,夯实实施乡村振兴战略的基础。The relationship between the moderate-scale management and the small peasants should be well handled during the process of rural revitalization in China.Firstly,the paper has identified the definition and explanation of some important economics concepts,including the return to scale,economy of scale,and small-peasant economy etc.to clarify some misunderstandings of traditional thoughts.Secondly,the paper tries to illustrate that,the long-standing proplems of small-scale farming system of Chinese agriculture is the natural results of the inherent shortage of resources and the imbalance of the proportion of people and land rather than the results of Household Responsibility System(HRS).Last but not least,as the most suitable institution or organization for agricultural production,the management of household operation should be continued and insisted,but there must be some additional institutional arrangements to compensate the inborn shortages of small-scale peasant economy to meet the demands of market-oriented economy,i.e.the modern socialized service system for agriculture.The establishment and improvement of diversified,multi-level and socialized service system for small farmers,and the acquisition of external scale economy through the horizontal alliance between small farmers can realize the organic connection between small farmers and modern agricultural development,and consolidate the foundation for the implementation of Rural Revitalization Strategy.
