摘　　要：随着海上经济的发展,海上交通事故也不断增加,因此,研究并提出提高海上应急救援能力的方法具有重要的理论和应用价值.与船舶相比,航空飞行器具有速度快、效率高、搜寻范围大等特点,非常适用于分秒必争的海上应急救援.航空救援基地是执行救援任务的直升机起飞和降落的地方,其位置的选择对实现海上应急救援的目标至关重要.从海上航空应急救援的特点出发,针对不同应急点的应急救援时间需求,构建了考虑时间满意度函数的海上救援航空基地选址优化模型,基于对基地覆盖半径的合理松弛,在满足基本覆盖条件的情况下,模型可实现对高风险应急点的备用覆盖,并提高了成功救援的效率.论文以渤海为例进行了案例分析,计算分析结果验证了模型的有效性.With the development of the maritime economy,maritime traffic accidents are also increasing.Therefore,it is of great theoretical and application value to research and propose methods to improve the emergency rescue capability at sea.Compared with ships,aerial vehicles have the characteristics of fast speed,high efficiency,and large search range,which are very suitable for emergency rescue at sea every minute.The air rescue base is where helicopters take off and land for rescue missions,and the choice of location is crucial to achieving the goal of emergency rescue at sea.Based on the characteristics of maritime aviation emergency rescue,this paper constructs an optimized model of maritime rescue aviation base site selection considering the time satisfaction function based on the emergency rescue time requirements of different emergency points.Based on the reasonable relaxation of the base coverage radius,the basic coverage is satisfied Under conditions,this model can give priority to the backup coverage of high-risk emergency points.The thesis takes Bohai as an example for case analysis,and the calculation and analysis results verify the effectiveness of the model.
