摘 要:通过对公路隧道安全评估案例和相关行业规范与规定进行分析,目前存在因项目投资或管理模式变化导致管理者变换,公路隧道设计和施工规范对安全评估内容要求较少,使隧道安全评估不能贯穿工程全过程,建议管理部门对安全评估进行全程监管,使安全评估在项目各阶段相衔接,为隧道建设安全发挥其作用。隧道安全评估涉及设计、施工、地质等多方面内容,是一项复杂的工作,评估人员的技术水平影响评估结论,采用专家调查法建议扩大调查范围,对参加隧道建设的人员进行调查,对风险分析提出了分类排除法供参考。In this paper, through the analysis of the highway tunnel safety evaluation cases and relevant industry regulations, it can be seen that there is a change of managers due to the change of project investment or management mode. The highway tunnel design and construction standards require less safety assessment content,so that the tunnel safety assessment cannot run through the whole process of the project. It is suggested that the management department should supervise the whole process of the safety assessment, so that the safety assessment can be connected at all stages of the project and play its role for the safety of tunnel construction. The tunnel safety assessment is a complicated work which involves design, construction, geology and other aspects, therefore the technical level of the evaluator affects the assessment result. It is suggested to expand the investigation scope by using the expert investigation method, to investigate the personnel involved in the tunnel construction, and to put forward the classified elimination method for risk analysis.
