摘 要:伴随环境规制逐渐加强,工业企业做出退出、兼并、转型的差异化选择,这些决策直接影响产业集中度,进而影响行业污染。本研究基于斯塔克尔伯格模型梳理了环境规制、产业集中度与环境污染的数理逻辑,并实证检验三者之间的关系。研究发现:(1)加强环境规制会提高产业集中度,进而降低大气污染排放强度,却提高了水污染排放强度。(2)在大气污染物的回归中,环境规制有助于降低污染,产业集中度的中介贡献是53.32%;在水污染物的回归中,“绿色悖论”得到验证,产业集中度的中介贡献是19.49%。因此,在未来环境政策制定过程中,应理性认识环境规制带来的产业集中度变化,充分利用行业内部的“调结构”,有效发挥产业集中度提高对治污减排的促进作用。With the gradual strengthening of environmental regulation,industrial enterprises may take the action of exit,merger,or transformation,which will directly affect the industrial concentration and industrial pollution.Based on the Starklberg model,the mathematical logic of environmental regulation,industrial concentration and environmental pollution was investigated,and the quantitative relationship was tested in this paper.The results show that:firstly,the strengthening of environmental regulation increases industrial concentration,and reduce the density of air pollution,but at the same time,it increases the density of water pollution;secondly,in the regression of air pollutants,the environmental regulation is good for pollutant reduction,and the mediation contribution of industrial concentration is 53.32%.In the regression of water pollutants,the“green paradox”was verified,the intermediary contribution of industrial concentration is 19.49%.Therefore,in the process of formulating environmental policies in the future,we should rationally understand the change of industrial concentration caused by environmental regulation,make full use of the“structure adjustment”within the industry to effectively use industrial concentration in promoting pollution control and emission reduction.
