摘 要:香港回归祖国23年以来,土地房屋问题一直都是特区政府施政的重中之重,但问题迟迟得不到破解,直接造成和加剧社会分化、贫富悬殊等深层次经济社会矛盾,威胁着社会和政治稳定。一直以来,协助人民置业都是维护经济、社会、政治稳定的有效方法。香港可以借鉴新加坡经验,以构建港人组屋制度为突破口,通过重推优化版"租者置其屋计划"等政策,重塑房屋制度,重建切合香港实际情况的"房屋阶梯"。Tackling the land and housing problem is a top priority of the Government of Hong Kong Special Administrative Region in the past 23 years since 1997.But no cure is found yet.As a result,deep-seated economic and social problems,such as social differentiation and the disparity between the rich and the poor,are caused and exacerbated,and thus threatens Hong Kong’s political and social stability.Boosting home ownership has been proved to be an effective way to maintain economic,social and political stability.Therefore,it is essential for Hong Kong to learn from Singapore and reshape her housing system.A housing ladder that suits Hong Kong’s actual situation could be built through implementing a set of policies,including relaunching a refined version of the Tenants Purchase Scheme.
