民间武术组织参与社会治理的意义、困境及对策

摘　　要：运用文献资料法、逻辑分析法等,对民间武术组织发展以及社会治理现状进行分析,总结民间武术组织参与社会治理的基本矛盾及问题所在,进而提出民间武术组织参与社会治理的发展对策。现如今民间武术组织参与社会治理可增强民间武术人才的政策获得感;弥补民间武术组织自我发展的需求;形成政府与民间武术组织之间的互利共生格局。但存在民间武术组织的法律制度建设相对滞后;政府管理组织的模式过于单一;组织特性的"自我矛盾"等问题。基于此提出:健全民间武术组织的法制机制,提高社会治理中的组织参与;由"政府管理组织"向"政府治理组织"模式过渡,打造竞争力较强的民间武术组织;培养组织"内外兼治"能力,实现民间武术组织参与社会治理的健康稳步发展。By using the methods of literature review and logical analysis,this paper analyzes the development of folk wushu organizations and the current situation of social governance,summarizes the basic contradictions and problems of folk wushu organizations participating in social governance,and then puts forward its development countermeasures in social governance.Nowadays,the participation of folk wushu organizations in social governance can enhance the sense of policy acquisition of its talents,make up for the selfdevelopment needs of organizations,and form a mutually beneficial symbiotic pattern between the government and the organizations.However,there are some problems in the construction of wushu,such as the relatively backward self-management system of the government,the self-management mode of the non-governmental organizations.Based on this,this paper proposes to improve the legal mechanism of folk wushu organizations,improve the organizational participation in social governance;transition from"government management organization"to"government governance organization"mode to build a competitive folk wushu organization;cultivate the ability of"internal and external governance"of the organization,so as to realize the healthy and steady development of folk wushu organizations participating in social governance.
