论“双循环”的区域经济发展新格局——兼论“十四五”及后两个规划期接续运行指向

摘　　要：面对世界百年未有之大变局,要以“两观”为指导,站在改革开放和完善新格局的更高起点,深入实施以大国区域经济发展空间新格局为主体的国家区域发展总体战略,把“深入”的起点与落点定位在“双循环”的国家大战略上,经过“十四五”规划期,再经历“十五五”“十六五”规划期的圆满收官,通过三个规划期接续运行,全面完成国家确立的第二个“百年目标”第一步奋斗任务和基本实现社会主义现代化的高质量发展远景目标,向着实现“人民生活更加美好、人的全面发展、全体人民共同富裕取得更为明显的实质性进展”的第二个“百年目标”砥砺奋进,不断迈向更高水平的内生内涵型“双循环”发展的新时代新阶段。Facing the unprecedented changes within hundred years,we should take"Two Views"as the guide,stand at a higher starting point of reform and open and improving new pattern,deeply implement the overall strategy of regional development centering on the spatial new pattern of big country's regional economic development,and aim the starting and falling point of"deep"at the"double circulation"national strategy.Through the constant planning periods of"14th Five-Year Plan","15th Five-Year Plan"and"16th Five-Year Plan",we can fulfil comprehensively the first step task of the second"Hundred Year Target"and the prospective target of high quality development to realize socialism modernization,striving toward realization of the second"Hundred Year Target"which involves"people's life becoming more perfect,human beings achieving comprehensive development and common wealth of the whole people improving significantly",and step toward the new phrase of the new era of the endogenous double circulation at higher level.
